* DOCS will not allow a response to an outstanding console read if the task
* issues a DUMP request (IDUMP, SDUMP, PDUMP) while the console read
* is outstanding.  The read remains highlighted on the DOCS console,
* but any attempt to reply is rejected with DOC100 INVALID ID and
* a ?R command does not show the reply as outstanding.
